Donner Pass Insurance Services was built around a simple idea: serious insurance experience should still be available at the local level.
Truckee, Tahoe, Reno, Northern Nevada, and the Sierra are not generic insurance markets. Wildfire exposure, snow load, construction, property use, roof age, defensible space, contracts, vehicles, employees, liquor liability, short-term rentals, and changing carrier appetite all matter here.
That is why the work starts with understanding the real exposure.
Before founding Donner Pass Insurance Services, Steven Cooper spent more than 25 years in financial services, insurance, risk management, and client advocacy. His background includes experience in and around large insurance and financial institutions, where he saw how risk is evaluated, priced, transferred, and sometimes misunderstood.
That experience now serves a more local purpose.
Donner Pass Insurance Services works with contractors, restaurants, small businesses, property owners, homeowners, renters, and families who need clear guidance in a changing insurance market. The goal is not to push every client into the same template. The goal is to understand the situation, review available options, and help people make informed decisions.
Why Local Guidance Matters
Insurance in the Sierra changes quickly.
A home that qualified last year may face new wildfire underwriting concerns this year. A contractor may need different limits, certificates, additional insured wording, workers compensation, commercial auto, or builder’s risk coverage depending on the job. A restaurant may need to think through property, business income, liquor liability, payroll, staff, and seasonal operations. A renter may simply need proof of coverage before move-in, but still run into questions because of lease wording, liability limits, pets, or property manager requirements.
These are different situations, but they all require the same thing: someone willing to look at the actual risk.
Large platforms and automated quote systems can be useful, but they do not always explain what is missing, what changed, or why an option may not fit. Donner Pass Insurance Services was created to bring experienced insurance judgment back to the community level.

Rooted in Truckee
Steven’s connection to Truckee started long before the agency.
The first time he spent meaningful time here was during the winter of 1997–98, a massive Sierra winter that made a lasting impression. The snow, the mountains, the pace of life, and the feeling of this place stayed with him.
He worked his way back over time, bought a home in Truckee in 2012, and now lives here while raising his two children, Harrison and McKinley.
That local connection shapes the work.
Truckee and Tahoe are incredible places to live, work, build, rent, own, and raise a family. They are also complicated places to insure. That is exactly why local knowledge, serious experience, and responsive guidance matter.
Meet Steven Cooper, MLIS
Steven Cooper founded Donner Pass Insurance Services to bring serious insurance and risk-management experience back to the local level.
Before building the agency, Steven spent more than 25 years in financial services, insurance, risk management, and client advocacy. His experience around large insurance and financial institutions gave him a practical understanding of how risk is evaluated, priced, transferred, and sometimes misunderstood.
Today, that experience is focused on the real coverage needs of Truckee, Tahoe, Reno, Northern Nevada, and the Sierra. Steven works with contractors, restaurants, small businesses, property owners, homeowners, renters, and families who need clear guidance in a changing market.
Steven has owned his home in Truckee since 2012 and lives here while raising his two children, Harrison and McKinley. A native of Philadelphia and lifelong Eagles fan — Go Birds — he also enjoys snowboarding, soccer, rock climbing, biking, and the year-round Tahoe lifestyle that first drew him to the area.
